§ 98-421. Cross connection control and prevention fees.
(a)
Backflow prevention assembly registration fees.
(1)
There shall be an annual nonrefundable registration fee for each nonresidential backflow prevention assembly device. This fee may appear on the monthly city water/sewer bill and relates solely to the matters covered in this article and are separate from other fees chargeable by the city.
(2)
The annual nonrefundable registration fee for each nonresidential backflow prevention assembly device shall be set out in Appendix C, Fee Schedule.
(b)
Regulatory authority testing fee.
(1)
There is a testing fee for each separate backflow prevention assembly on which the regulatory authority may or has to perform a test. This fee applies to but is not limited to all newly installed backflow devices which the local authority may choose to randomly test. If upon inspection or testing of a newly installed backflow prevention assembly it is deemed not working properly, it is the responsibility of the property owners and/or persons in charge of any premises to make necessary repairs. A retest fee will be assessed for each retest performed by the regulatory authority.

The fee for a backflow prevention assembly test and retest by city personnel is set out in Appendix C, Fee Schedule.
(c)
Certified backflow prevention assembly tester registration fee. Annual registration fee for approved testers shall be set out in Appendix C, Fee Schedule.
(d)
Testing form booklet fees. The fee for a testing form booklet shall be set out in Appendix C, Fee Schedule.
(e)
Deposit fee for fire hydrant water meter with backflow prevention device. There shall be a refundable upon return, rental deposit fee for fire hydrant water meters with backflow prevention devices as set out in Appendix C, Fee Schedule.
(f)
Private contractors testing fees. There shall be no additional charges by the city for testing conducted by private contractors.
