§ 70-203. Free play or nonstructured and nonsupervised activity.

Those persons determined to be nonresidents who do not purchase an annual identification card may be allowed to participate in free play activities upon the payment of $3.00 per day. Those persons determined to be residents shall be given priority use of recreation facilities during that time designated by the director of parks and recreation or his authorized representative to be used for free play.
