It shall be unlawful for any person, firm or corporation to consume, possess, transport
or store alcoholic beverages of any nature or kind, including beer, whiskey or wine,
upon, over, across or on any publicly owned property designated and dedicated for
park and recreational purposes at any time of the day or night.
