§ 98-171. Purpose.

  • The City Council of the City of Haltom City ("City") finds that the unregulated discharge of liquid waste presents a hazard to the public health, safety, and welfare of the citizens of the city. The city provides wastewater utility service through a wholesale wastewater contract with the City of Fort Worth. As a wholesale customer of the City of Fort Worth, the City agrees to comply with all permit conditions in any way relating to the collection system and the discharge into the collection system. Accordingly, the City of Haltom City must comply with state law and regulations regarding pretreatment standards and requirements.

    The purpose of this document is to outline the procedures to be followed by the city's environmental services division ("division") staff in identifying, documenting, and responding to pretreatment program violations. To promote consistent enforcement of the City's pretreatment standards and requirements, the city council has authorized the director of public works or his/her designee ("director") to develop and implement an enforcement response plan via article IV "industrial wastewater" of chapter 98 of the City Code and promulgate regulations that are consistent with and necessary for the administration and enforcement of the industrial waste provisions of the City Code.
