§ 86-3. Same—Plans, studies.

  • Any person wishing to complete a project which has the effect of diverting the natural flow of water within the city shall, before commencement of such project, submit plans and specifications for the project to the city manager. The city manager shall submit such plans to the city engineer, who shall make a study of such plans and specifications to determine whether any public or private property located within the city will be damaged or depreciated in value by such diversion. The city engineer shall, within a reasonable period of time, report to the city council the results of such study.
