Thereupon the tax assessor and collector shall, upon payment by the applicant of a
fee of $0.50, for the use and benefit of the city, issue to such applicant an identification
metal tag, having thereon, in raised figures, the serial number. Such tag shall be
immediately placed and securely attached by the owner or person in charge or control
of the bicycle to such bicycle, so that the same may be plainly seen. Such metal tag
shall at all times during the year remain on the bicycle and not be removed therefrom.
