Every owner or person in charge or control of a bicycle, except dealers thereof, shall
register such bicycle with the tax assessor and collector of the city, by making application
for registration in writing upon blanks furnished by the office of the tax assessor
and collector. Such application shall state the name and address of the owner or person
in charge or control of such bicycle, the make and kind of bicycle, the factory number
thereof, the name of the person from whom the same was purchased and such other description
and information relative thereto as may, in the judgment of the tax assessor and collector,
be necessary and proper for the identification thereof.
