In the event the metal identification tag or identification card provided for by this
article is lost or stolen, the owner or person in charge of the bicycle shall immediately
notify the tax assessor and collector of the loss. The tax assessor and collector
shall, when the owner or person in charge or control of a bicycle makes proper affidavit
of the loss of such metal tag or identification card, stating the facts of the loss
as nearly as possible, issue to such owner or person in charge of such bicycle, upon
payment to the license tax assessor and collector for the use and benefit of the city
a fee of $0.50, a new identification tag or card or both, as the case may be.
