It shall be unlawful for any person to burn weeds or grass off any lot in the city,
except that the owner of any vacant lot or his agent may make an application to the
fire chief for the burning of weeds and grass off any vacant lot and, if such permit
is granted, such person may so burn weeds and grass off the vacant lot which is the
subject of the application under the terms and conditions set out herein. Such burning
after issuance of the permit shall be burned by the property owner only at a time
specified by the fire chief and at a time when the fire department of the city is
in attendance when the fire is set by the owner.
