§ 2-39. Board meetings and procedures.
(a)
Unless otherwise provided by state law, the City Charter or the Code of Ordinances, each board and commission shall meet in the first regular session of each year and shall select from the members a chair, vice-chair, and secretary to serve for a one-year term and until their successors are elected.
(b)
Unless otherwise provided by state law, the City Charter or this Code, each board or commission shall hold meetings at least monthly, if there is business to conduct. A majority of membership places shall constitute a quorum, regardless of vacancies. Minutes of each board meeting shall be filed with the city secretary. Unless otherwise provided by state law or this Code, the chairperson shall only vote to break a tie vote.
(c)
Should any member of a board or commission be absent without excuse from three meetings during any 12-month period, the first of which commencing the date of the appointment to such board and terminating the twelve month anniversary thereof, the chairperson, or in the chairperson's absence, the secretary of the board shall notify the city council, through the city manager, of the record of the absences and of any and all extenuating circumstances related to the absences. Upon such notification, any member of the city council may submit a recommendation to remove the board or commission member on the basis of three or more unexcused absences to a vote of the city council. Upon the favorable vote of at least five council members, the council may remove the board or commission member from office.
