§ 1. Interpretation, purposes, and administration.

    In their interpretation and application, the provisions of this ordinance shall be held to be the minimum requirements adopted for the promotion of the public health, safety and welfare. The zoning regulations and districts as herein established, have been made in accordance with a comprehensive plan, for the purpose of promoting health, safety, morals and the general welfare of the City of Haltom City. This ordinance has been designed, among other things, to lessen congestion in the streets, to secure safety from fire, panic and other dangers, to provide adequate light and pure air; to avoid undue concentration of population, and to facilitate adequate provisions for transportation, water, sewage, schools, parking areas and other public requirements. In addition, it is not the intent of this ordinance to interfere with or infringe upon the fundamental right of a parent or guardian to raise and educate their children.

    B.

    The zoning administrator is charged with the administration and interpretation of this ordinance. In the event that this ordinance or any provision hereof is unclear as to its applicability to any property or person, the zoning administrator shall render an interpretation of such ordinance or provision after taking into consideration the purpose and intent of the ordinance as a whole.

    The decision of the zoning administrator shall be subject to approval of the board of adjustment as provided in section 35, board of adjustment.
